Here are 2 tie down straps that were in a work truck. These are 2" wide and 16 foot long with a spring clamp "cam buckle" style buckle. They are new, never used but are a little dirty and there is some corrosion on the galvanized/zinc metal parts but overall they are in great shape. I cut the white strap just to see what kind of end was in the center, never saw a clip like that before. Anyway, after some research i found these are designed to clip into those slotted metal tracks you see in box trailers and trucks (last picture), they are called "E-tracks". Check my feedback to buy with confidence.
